I shall be glad if Your Lordship

will be good enough to supply me with a copy of this pre-

-liminary agreement of which no record can be found either

at Government House or in the Colonial Secretary's Office,

together with copy of the correspondence leading up to it,

and I have the honour to inquire whether an obligation is.

imposed upon the Chinese Government, either as indemnity

for a breach of faith, or by the preliminary agreement in

question, to link up the Kowloon-Canton Railway with the

Canton-Hankow Railway when both lines have been constructed.
